On April 20, 1880, the Board of Fire Commissioners of the Boston Fire Department voted that a permanent Roll of Merit be established, to contain the names of those officers and members of the department as may have distinguished themselves in the discharge of their duties, by saving human life at the risk of their own. This remained the highest award in the Boston Fire Department until 1922 when the first departmental medal was awarded.
